The League go undercover, in violation of a UN directive-- to investigate the use of superhuman soldiers in two South American banana republics that are about to go to war. In this issue, the JLA finally gets a chance to go up against the new superbeings who clearly seem outmatched. But there is actually very little action as most of this issue is devoted to showing how the JLA members can operate in secret in countries where they shouldn't even be present. Maybe when this story was written three or so years ago, the idea of superheroes as secret agents was novel and fresh. Since then, we have seen the JLElite, the Outsiders, Checkmate, the Secret Six and many other super-people working undercover so watching Kyle Rayner and Bruce Wayne pump people for information looks rather dull and unoriginal. And since these Latin American superbeings don't put up much of a fight in the first place, the reader may be left wondering why the entire League is being called upon to deal with a threat that Wonder Woman or Flash could probably handle on their own. The art is an improvement over last issue. The JLA members look very formidable, even while in civilian clothes.
