So this is a bunch of people throwing Harley a surprise birthday party and a group of assassins trying to take her out.
The story isn’t very plot heavy but like a lot of comic anniversary special issues there is a reason to pack it with guest stars almost all of whom have serious ties to the Harley Quinn title.

The art in Harley is unique, and hard to break down as its not overly stylized and detailed but a mash up of cartoon and comic and it works.
So of course while this isn’t a plot heavy Harley Quinn story, this issue being an oversized anniversary issue there is a bonus story.
The art now that I think about it is a good send up to the animated series, especially in this second tale.
The second story flashes back to more Harley and Joker with cameos from Penguin.
