The war with the Dominators is over and now, the Legion must reorganize and find their former leader, Cosmic Boy, so he can either receive a medal or face a war crimes tribunal. The tensions within the Legion continue to simmer as various factions each have their own agenda. Even the presence of Supergirl does not unite the team as each side seems to be using her for its own purposes. It makes for a rather intriguing brew. Unfortunately, there isn't enough action to keep things interesting. The art does not help as it is static and flat and in many panels, makes the Legion members actually look rather ugly. Maybe this was a fill-in/rush job but it still isn't doing this book any favours. Of course, longtime Legion fans will probably dislike this issue even more as the tone remains cynical and jaded, a sharp contrast from the chummy, optimistic LEGION OF SUPERHEROES of the 1960s-1980s. Maybe if this book had been launched as an 'ultimate' version of the Legion, the fans might be more hospitable.
